The Air Force and 76 CMXG intend to solicit and issue a sole-source contract to Hexagon Metrology Intelligence, Inc. under the authority of FAR 6.103-1(b) and 10 U.S.C. 3204(a)(1) for the following:
Description: The following sets forth the minimum requirements for the procurement of (8) Leica Laser trackers, scanners, and accessories by Hexagon Metrology Intelligence, Inc. The machines shall include all equipment, materials, accessories, and attachments to provide the full capabilities described in the Statement of Work. Additionally, the contractor shall include a 1-year warranty commencing after delivery of the equipment to Tinker Air Force Base.

This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) under solicitation number 80TECH26QA123 for Nikon VOXLS 20 C 225 or Equivalent. If an equivalent brand name is submitted, the Quoter shall describe how the brand name equivalent meets the characteristics and specifications within the SOW. Failure to fully detail how it meets the equivalent brand name will make you ineligible for award. The evaluation will include all vendors whose quotes meet or exceed the technical acceptability standards specified in the Attachment C – Bill of Materials (BOM)_Salient Characteristics. Award will be made to the vendor with the lowest total evaluated priced quote that meets or exceeds the technical acceptability standards. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in RFO FAR Subpart 12.201 and NASA Procurement Class Deviation (PCD) (PCD 25-23A), as supplemented with additional information included in this notice. The NAICS Code and Size Standard are 334513 and 750 number of employees, respectively. The quoter shall state in their quote their size status for this acquisition. All responsible sources may submit a quote which will be considered by the agency. BRAND NAME OR EQUAL (a) The brand name product referenced in this solicitation is Nikon VOXLS 20 C 225 as described in Attachment C, Bill of Materials (BOM)_Salient Characteristics. (b) Requirements for Offering Equal Products. To be considered for award, quotes of "equal" products must: (1) Meet all salient physical, functional, and performance characteristics specified in Attachment C, including all specifications listed under "Other Salient Technical Features"; (2) Clearly identify the offered product by: (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as technical specifications, product data sheets, illustrations, drawings, or performance data demonstrating compliance with each salient characteristic; and (4) Clearly describe any modifications the quoter plans to make to the offered product to conform to the solicitation requirements and mark descriptive material to show modifications. (c) Evaluation of Equal Products. The Contracting Officer will evaluate "equal" products based on information furnished by the quoter or identified in the quote. The Contracting Officer is not responsible for locating information not identified in the quote. (d) Presumption of Brand Name Product. Unless the quoter clearly indicates in the quote that the product being offered is an "equal" product, the quoter shall provide the brand name product (Nikon VOXLS 20 C 225) referenced in the solicitation. (e) Submission Requirements. Quoters proposing equal products shall: (1) Mark quotations "EQUAL PRODUCT OFFERED" on the first page; and (2) Include all documentation required by paragraph (b) of this addendum. Only the required minimum amount of information is requested to be provided for proper evaluation. Efforts should be made to keep quotations as brief as possible, concentrating on substantive information essential for a proper evaluation. In responding to this RFQ, it is the quoter’s responsibility to provide current, relevant, complete, and accurate information in their quotation. The quotation shall be submitted as a PDF document. PRICING INSTRUCTIONS: All costs (including shipping) to deliver the requirements of the attached BOM shall be included in the quote. The quote shall include a total firm fixed price. Delivery shall be within nineteen (19) weeks after receipt of award. Delivery terms shall be FOB Destination. BASIS FOR AWARD : The evaluation will be conducted using a Lowest Priced Technically Acceptable process and include all vendors who meet the standards specified within this solicitation and whose quotes meet or exceed the technical acceptability standards specified in the attached BOM. Award will be made to the vendor with the lowest total priced quote that meets or exceeds the technical acceptability standards. All quoters shall complete electronic annual representations and certifications at www.SAM.gov with its offer. All quoters shall complete the required RFQ provisions included in the Other RFQ Provisions section of the RFQ.
