Web-Based Reading Accommodation Assessment Tool

INTENT TO SOLE SOURCE NOTICE: The Department of Defense Education Activity (DoDEA) hereby submits a notice of intent to award a Firm-Fixed-Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ), sole source requirement contract pursuant to FAR Part 12 and FAR Part 13.501(a), 41 U.S.C 1901 for Web-Based Reading Accommodation Assessment Tool. DoDEA requires an objective decision-making AT reading accommodation assessment tool for K-12 special education (including Section 504) and regular education students that (1) is vendor-hosted and cloud-based and (2) allows individual and group screenings of K-12 reading passages. The tool must (1) measure the effectiveness of various accommodations to include read-aloud text-to-speech with a synthesized voice and independent reading, (2) automatically score the assessment results, and (3) make individual and group data available in a variety of report formats. DoDEA expects to use the reading accommodation assessment tool for the vast majority of our special education students and for a significant portion of regular education students. The period of performance is a 12-month base and four 12- month option periods, for an estimated total contract value of $189,448.13. This notice of intent is NOT a request for proposals or quotations. Interested parties who feel that they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the DoDEA not to compete this proposed contract based upon responses to this notice is solely within discretion of the Government.
