The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), intends to award a Firm-Fixed Price contract using FAR Part 15 procedures. Services to be procured include contractor support to lead and coordinate community volunteers who will provide various worship services and religious instructions for detainees at eight ICE Service Processing Centers. The contractor will also provide pastoral care to detainees, provide approval for religious meals requested by detainees, and make recommendations to ICE staff on religious property and materials to be used by detainees at each SPC. All duties shall be performed in accordance with the Performance Based National Detention Standards 2011 (PBNDS 2011) and specifically Section 5.5 Religious Practices in PBNDS 2011.
