Notice of Intent to Sole Source Requirement for Data Analysis & Research for Trade Transparency System (DARTTS) The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Trade Transparent Unit (TTU) intends to award a sole source fixed-price contract under the authority of Federal Acquisition Regulation 6.302 to Data Mining International, Inc. (DMI), with four one-year option periods. The estimated value of this procurement is approximately $20,000,000.00. The base period of performance is October 1, 2008 through September 30, 2009. The purpose of this award is to obtain Operations and Maintenance support for Data Analysis & Research for Trade Transparency System (DARTTS). DMI has sole proprietary ownership rights to LEADMiner™ software. The North American Industry Classification System (NAICS) Code for this procurement is 511210. This notice of intent is not a request for competitive proposals. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting ICE’s requirement as stated herein may submit a capabilities statement, which will be considered only if received by 1:00 p.m. E.S.T. on Tuesday, September 2, 2008.
