NETC Professional Armed Security Services

This is a pre-solicitation notice to announce that the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), National Emergency Training Center (NETC), intends to issue a Request for Proposal (RFP) for Professional Armed Security Services at the NETC located in Emmitsburg, Maryland. The contractor shall provide armed security guard service coverage 24 hours a day, 7 days per week, 365 days per year with a mandatory requirement that at least one officer/guard per shift holds a current Emergency Medical Technician (EMT) certification. The contractor shall provide all contract oversight, management, supervision, technically trained and qualified personnel, administrative support, security officer coverage, relief, training, uniforms, materials, supplies, and equipment necessary to provide routine and emergency security protection and support services required for the performance and operations at the NETC. RFP ISSUANCE DATE: The projected issuance date of the RFP is on or about April 20, 2015, with a projected closing date of May 21, 2015. Award of a hybrid (firm-fixed price/labor hour) contract is contemplated. The firm-fixed price portion of the contract will be for the regular monthly security services and the labor hour portion will be a fixed hourly rate for Temporary Additional Services (TAS), when required. The period of performance is a Base Year, plus four one-year option periods. It is anticipated that the new contract will be awarded during the month of September, 2015, with an effective date of October 1, 2015. The contractor will have full responsibility for all services beginning on this date. The RFP will be posted electronically on the Federal Business Opportunities (FBO) website (www.fbo.gov) on or about April 20, 2015. All interested parties may obtain a copy of the RFP by downloading it from the FBO web page. Any amendments issued to the RFP will also be available at the FBO website. NO HARD COPY DOCUMENTS WILL BE ISSUED. SITE VISIT: It is anticipated that a site visit will be scheduled on or about April 29, 2015; however, the definite site visit date will be identified in the RFP package. GENERAL INFORMATION: THIS ACQUISITION IS BEING OFFERED FOR COMPETITION LIMITED TO ELIGIBLE 8(A) CONCERNS. Only those 8(a) vendors that are certified by the U.S. Small Business Administration (SBA) for participation in the SBA's 8(a) program will be allowed to participate in this procurement. All eligible 8(a) responsible sources may submit a proposal, which shall be considered. To be considered, a vendor must be classified a small business under the North American Industry Classification System (NAICS) code 561612, Security Guards and Patrol Services, with a size standard of $18.5 million average annual receipts for the preceding three (3) years.
