Functional Training for the National Urban Search and Rescue Response System

Amendment P00003 amends solicitation HSFEHQ-12-R-0036 as follows: 1. Changes the second paragraph of Section L.8.d.v (on page L-5) as follows: FROM: "If the Offeror is an Other than Small Business, the Offeror shall submit a Small Business Subcontracting Plan. Any targets specified in the Small Business Subcontracting Plan will be incorporated into and become part of any resulting contract." TO: "If the Offeror is an Other than Small Business, the Offeror shall submit a Small Business Subcontracting Plan if planning to subcontract any portion of the work. Other than Small Businesses not intending to subcontract shall submit a thorough justification as to why they do not intend to subcontract. Any targets specified in the Small Business Subcontracting Plan will be incorporated into and become part of any resulting contract."; 2. Add the rating of "Neutral" under Factor 3 - Small Business Subcontracting Plan with the following description: No Small Business Subcontracting Plan submitted because the offeror is either (1) a Small Business or (2) an Other Than Small Business who justifies why they do not intend they subcontract.; and 3. Deletes the Small Business Subcontracting Plan evaluation factor table under Section M.2.2 Price Evaluation. This table was erroneously duplicated in the wrong section. The attached solicitation titled "HSFEHQ-12-R-0036 as conformed through amendment P00003" incorporates the changes outline above, and all additions are highlighted within the document. All other terms and conditions remain unchanged and in full effect.
