Security Equipment

The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) intends to make multiple awards under a small business set-aside as a result of this solicitation covering various requirements for security equipment within the National Capital Region over the next two (2) years. It is the Government's intention to issue up to three (3) firm-fixed price, indefinite quantity, indefinite delivery type contracts during which separate task orders for projects will be places in accordance with FAR 16.505 as requirements, if any, develop. Contractors are required to quote on every task order issued under this contract vehicle and to be able to fully perform any and all requirements issued. The Federal Protective Service provides various security equipment requirements, including but not limited to the complete installation of a duress alarm system, installation of Closed Circuit Television Systems (CCTVs) and installation of an Intrusion Detection System (IDS). These types of requirements ensure the safety and well being of the public and the federal employees working in these locations. This requirement is being solicited as a commercial item acquisition in accordance with FAR Part 12. It is anticipated that multiple award, fixed price, indefinite quantity, indefinite delivery type contracts will be established as a result of the solicitation. The contracts will consist of a two year ordering period. The NAICS code is 561621, Security Systems Service (except Locksmiths). The size standard is $12.5 million. The RFP shall require the submission of a technical proposal as well as a price proposal. It is anticipated that the solicitation, RFP # HSHQEC-13-R-00006, will be released to the Federal Business Opportunities website on or about December 10, 2012. All contractors must be registered (http://www.sam.gov) with the System for Award Management (SAM), in addition to updating the online representations and certifications prior to submitting a proposal. A Pre-Proposal Conference is tentatively scheduled at the FPS-AD office in Philadelphia on December 19, 2012 at 10:00 a.m. This conference will invite all interested parties to attend a briefing on this procurement, including but not limited to a summary of the evaluation criteria, explanation of relevant past performance, teaming arrangements, etc. Attendance is not mandatory; however it is strongly recommended.
