NATURE AND/OR DESCRIPTION OF ACTION BEING PROCESSED. The School of Aerospace Medicine requires the purchase of the Micro Calibrator. 3. DESCRIPTION OF THE SUPPLIES/SERVICES REQURIED TO MEET THE AGENCY'S NEEDS. The calibrator requires miniaturization to be effective. The micro-calibrator will have the transferability to deployed sites. This will also be used by researchers involved with Force Health Protection to establish calibration curves for field portable equipment. The estimated price is $97,540.00. 4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION. Citation: 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies will satisfy the agency requirements. 5. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF ONLY ONE RESPONSIBLE SOURCE AUTHORITY. The Micro Calibrator is the only instrument approved for use that has a MEMS chip and is the only calibrator that is volume specific. 6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE. Defiant Technologies is the sole manufacturer of the commercial product with no resalers. 7. DETERMINATION BY THE PROGRAM MANAGER/CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE. The GSA Contracting Officer will determine the price as fair and reasonable. The GSA Contracting Officer will use the distributor's public price list to determine the price as reasonable. 8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED. Market research determined that there is only one distributor of the product.
