PBF-613 Re-Roof

1. INTRODUCTION Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors for roof replacement services at the PBF-613 facility. This project supports BEA’s infrastructure maintenance and facility modernization efforts. 2. BACKGROUND INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. PBF-613 is a former reactor facility built in 1963 and is located near the CITRIC facility. The roof is well beyond its useful life and requires total replacement. The existing roof is a built-up tar and gravel system and consists of four separate zones at differing heights: • Zone 1: approximately 890 square feet • Zone 2: approximately 600 square feet • Zone 3: approximately 1,580 square feet • Zone 4: approximately 3,480 square feet In addition to replacing the existing roof, the project includes removal of the existing blower, HEPA housing, skids, and capping of electrical and ducting on the Zone 1 roof. This project will require careful scheduling to avoid interference with previously scheduled training evolutions. 3. PROCESS This EOI is the first step in identifying interested and qualified vendors. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposals (RFP) process for award consideration. 4. SUBMITTAL REQUIREMENTS Interested vendors should submit an Expression of Interest that includes the following: • Company name and point of contact • Description of relevant roofing and equipment removal experience • NAICS codes and business size classification • Any existing DOE or federal contracting experience (if applicable) Deadline for submission: 04/01/2026 Submit to: Chase.Egbert@inl.gov Only select respondents, as determined by BEA, will receive an invitation to participate in the anticipated RFP solicitation. 5.
