INTRODUCTION Battelle Energy Alliance LLC (BEA), the Management and Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking Expressions of Interest (EOI) from qualified recyclers capable of organizing residential electronic waste (e-waste) collection events in states without e-waste recycling regulation (i.e., nonregulated states) to support INL’s research and operational mission. This service is essential for raising awareness, increasing collection volumes and verifying whether successful collection methods from a regulated state can be applied to a nonregulated state with comparable results. Eligible states for this work include Alabama, Alaska, Arizona, Arkansas, Colorado, Delaware, Florida, Georgia, Idaho (except eastern and southeastern region), Iowa, Kansas, Kentucky, Louisiana, Massachusetts, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Dakota, Ohio, South Dakota, Tennessee and Wyoming. BACKGROUND BEA is the Management and Operating Contractor for the DOE located at INL. INL is a DOE national laboratory dedicated to nuclear energy, national security and advanced energy innovation. A BEA research team has the lead role on the DOE project titled, “Comparing Strategies to Collect Battery-Containing Devices in States with and without Electronics Recycling Laws.” The proposed service will operate to support this project through Sept. 30, 2027. In the first two years of this project, project teams organized collection events in New York and Idaho. New York is as urban area with established e-waste regulations, and Idaho is a rural area without such requirements. By applying successful collection methods from New York to southeastern Idaho, we observed similar success across 20 e-waste collection events. To further validate these results, we are seeking opportunities to apply our methods in other nonregulated states by organizing six to nine e-waste collection events. SCOPE OF WORK Responding organizations must be capable of delivering the following services: Provide existing status; compile data from existing residential collection activities related to seasonal trends, locations and e-waste types. Organize collection events at new locations in nonregulated states, with each participating organization conducting at least two to three collection events before September 2027. Arrange advertisements on multiple channels to broadcast new collection events and raise awareness about battery-containing e-waste recycling. Provide collection event data including number of participants and quantities of collected e-waste by type PROCESS This EOI is the first step in identifying interested and qualified vendors for future solicitation. Technology Licensing Opportunity: This technology is available for licensing through Idaho National Laboratory's (INL) Technology Deployment office. INL is not seeking to procure products or services in connection with this technology, and no procurement activity is associated with INL's technology transfer process. Interested parties are invited to contact INL to discuss licensing terms and partnership opportunities. Overview Hydrofluoric acid (HF) is used across petroleum refining, semiconductor manufacturing, glass processing, pharmaceutical synthesis, mineral processing, and laboratory research, among others. Despite established handling protocols, accidental skin or surface contact remains a persistent hazard — compounded by HF's unusual toxicological profile: at low concentrations, early-stage contact produces no pain, burning, or visible irritation, while damage to subcutaneous tissue and bone progresses silently before symptoms appear. This technology introduces a UV-fluorescent tracer additive created froma xanthene powder.. The additive is designed to remain chemically inert while enabling workers to survey skin, clothing, or surfaces using a UV light source after handling. Fluorescence indicates contact, supporting immediate decontamination and first aid before acid penetrates tissue. The approach is intended as a complementary detection layer alongside existing personal protective equipment and engineering controls. Industry Need Current HF safety practice relies on prevention: chemical-resistant PPE, engineered containment, and procedural controls. These measures reduce exposure frequency but do not eliminate the risk of accidental contact, particularly in production environments or during equipment maintenance. No field-deployable method currently exists for workers to confirm the absence of skin or surface contact after an HF-handling task. The standard indicator of exposure is symptom onset, which may occur hours after contact, after significant physiological damage has already occurred. This detection gap represents a structural limitation in current HF safety frameworks across all affected industries. Differentiation and Advantages Post-task detection capability: Designed to enable active worker self-survey after HF handling, a capability not provided by current commercial safety approaches. Chemically inert tracer formulation: Xanthene dye has documented chemical stability in HF environments and is not expected to alter acid reactivity, concentration, or intended function. Early-window treatment support: Detection prior to symptom onset is intended to expand the effective window for decontamination and calcium gluconate application, both of which are more effective when administered early. Leak detection in system processes: Secondarily, this product improves leak detection in industrial processes by creating a high visibility and distinct HF appearance that can reduce detection time and differentiate HF from other clear fluids used in the process. Potential Applications Industrial HF handling operations in petroleum refining, semiconductor etch, glass manufacturing, and pharmaceutical synthesis. Worker post-task self-survey using portable UV light sources following HF-handling tasks. Facility leak and spill detection through UV scanning of work surfaces and equipment exteriors. Laboratory and small-scale research environments where engineering controls may be less robust. | Special Notice | 325180 | No Set-Aside | 09/23/2026 | 10/30/2026 | Idaho Falls, ID | |

Electrochemical Recycling Technology for Sustainable Recovery of Tellurium and Cadmium from CdTe Photovoltaics In-situ oxidant generation reduces chemical use and environmental impact in solar module recycling Technology Summary This technology enables electrochemical extraction and recovery of tellurium (Te) and cadmium (Cd) from end-of-life and manufacturing scrap cadmium telluride (CdTe) photovoltaic cells. Unlike current recycling methods that rely on externally supplied hydrogen peroxide (H₂O₂) in acid leaching, this process generates oxidants in situ from oxygen or air using electrochemical methods. The approach decreases reliance on bulk chemicals and significantly lowers the carbon footprint of recycling operations, while still producing Te metal and Cd suitable for reuse in photovoltaic manufacturing. Problem Addressed High environmental footprint of current CdTe PV recycling due to reliance on H₂O₂ production and use. Supply chain and logistics burden from transporting and storing bulk chemicals. Growing need for sustainable recycling as CdTe photovoltaics expand in deployment. Solution Electrochemical in-situ generation of oxidants eliminates external H₂O₂ sourcing. Direct recovery of Te metal and Cd for reintegration into module production. Electricity-driven process supports integration with renewable or nuclear power, lowering lifecycle emissions. Key Advantages Reduced environmental impact: Avoids carbon-intensive bulk chemical manufacturing. Lower logistical burden: Minimizes transportation and storage of hazardous oxidants.
