Include the state of Wyoming in the required geographical coverage area. 2.) Add the following sentences to Evaluation Criteria #5 - Location: "The majority of project locations are anticipated to occur in Montana. Firms having their predominant design support location in Montana and near Billings will be given higher weight in the rankings.
