ADVERTISING SERVICES

This is a Notice of Intent to award a sole source procurement under the Simplified Acquisition Procedures and Other Than Full and Open Competition in accordance with FAR 6.302-1. A solicitation will not be issued. The associated NAICS Code for this acquisition is 511199, size standard in number of employees 500. The Regional Contracting Office - National Capital Region intends to award a Firm Fix Price Indefinite Delivery / Indefinite Quantity sole source contract to American Federation of Musicians of the United States & Candida DBA: American Federation Musicians, located at 1501 Broadway STE 600, New York, NY 10036-5505 in support of United States Marine Band, located at 8th & I Streets South East, Washington, District of Columbia 20390-5000. The period of performance is 1 Jun 2016 through 31 May 2021. The United States Marine Corps Band utilizes other than main-stream avenue for soliciting of potential band members, as its members are up of both, active duty and civilian marine personnel. To ensure that the targeted labor market is made aware of employment opportunities with this band, the Marine Corps will focus on certain musician specific venues. This requirement is for contracting with the International Musician Publication, whose target subscriber is the professional musician. This contract will be for the placing of employment ads, in an attempt to attract potential candidates for the instrument specific positions vacant within the Unlisted States Marine Corps Band. The Marine Corps cannot provide an annual number of employment advertisement. However, the Marine Corps can provide a good faith estimate on the number of employment advertisement that may be utilized, based on acquisition history and current staffing. The advertisements shall be run for the amount of time required, per each funded delivery order, to identify a qualified individual, or until the Government decides to no longer maintain the current employment advertisement. The performance period for this contract is 1 Jun 2016 - 31 May 2021. A determination has been made by the Government to use other than full and open competition for this acquisition. This sole source award to American Federation Musicians is being processed solely for the purpose advertising support services. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
