This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is M6890914Q7610 and the solicitation is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-71. This acquisition is Set Aside 100 percent for small business concerns and contract award shall be on a Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) basis. The associated NAICS code is 334519 with a size standard of 500 employees. This acquisition is for the procurement of Camp Pendleton, MCTSSA, AVTB Road Profile Testing Services to include, but not limited to: High speed profiling system mobilization, calibration, and collection of dual wheel track surface profile data on specified USMC/AVTB surfaces at Camp Pendleton, CA; Contractor supplied inertial profiling system (DOT agency certified) on Contractor vehicle, or profiling system components for installation on USMC/AVTB host vehicle; Factory trained profiling system operator; Data analysis for .CSV output; Data analysis for RMS output (RMSVA method); PSD plots for individual surfaces collected; Raw GPS output for individual surfaces collected; and Project planning and supervision; interpret contract requirements and agency specifications, communications with project personnel and as further depicted in RFQ M6890914Q7610. AVTB expects to profile up to 100 miles of road surface four times per calendar year. Delivery of service is to occur aboard Camp Pendleton, CA as determined by operational commitments. The maximum quantity and order value for the given Delivery/Task Order issued for this CLIN shall not exceed the maximum quantity and order value stated in the RFQ. The Government will award a contract based on Best Value resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Understanding and Approach; (ii) Past Performance; (iii) Price.
