PRE-SOLICITATION NOTICE: 415 SCMS Transmitter IDIQ
NOTICE TYPE: Pre-Solicitation; Proposed Sole Source Contract Action SOLE SOURCE AUTHORITY: RFO FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements (See attached J&A for approval). The Department of the Air Force (USAF) hereby publicizes its intent to solicit, negotiate and award a sole-source, Five (5) Year Indefinite Delivery, Indefinite Quantity (IDIQ), Firm-Fixed-Price (FFP) contract to Applied System Engineering, Inc. (ASE) (CAGE: 3Z966), located at 7510 Benbrook Parkway Fort Worth, Texas 76126 for the repair of various Transmitters. This acquisition is being conducted under the authority of RFO FAR 6.103-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Applied System Engineering, Inc. (ASE) (CAGE: 3Z966) is the original equipment manufacturer (OEM) and the only source with the proprietary technical data, specialized tooling, and engineering expertise required to perform these services without causing unacceptable delays or duplication of costs. SCOPE OF WORK: For the end item, the contractor shall furnish all facilities, parts, materials, equipment and services required to inspect and, if necessary, restore to serviceable condition. TEST, TEARDOWN, AND EVALUATION (TT&E): The contractor shall perform visual, mechanical and electrical testing of the end item, reusable or replacement component parts, and materials according to the schedule in the contract to determine the condition of the end item. Upon completion of this task, all of the components of the end item requiring repair or replacement will be identified by part number, NSN (if applicable), nomenclature, and location in the assembly. This information will be reported in writing to the Procurement Contracting Officer (PCO)/ Defense Contract Management Agency (DCMA) Administrative Contracting Officer (ACO) and, if necessary, approval to repair will be negotiated. If no further repair is required, the asset must be returned in serviceable like new condition. REPAIR: The contractor shall perform the repair or replacement of all failed parts and components. Sources Sought: F-16 Transparencies
SOURCES SOUGHT NOTICE: This is not a solicitation but rather a Sources Sought to seek new qualified and responsible manufacturers to produce spare F-16 parts in support of the United States Air Force (USAF). This is not a Request for Proposal (RFP) and does not construe as a commitment by the Government. Subject: F-16 Transparencies, NSN: 1560-01-462-2040, NSN: 1560-01-462-4551, NSN: 1560-01-497-5078, NSN: 1560-01-497-5956, NSN: 1560-01-497-5959, NSN: 1560-01-497-6599 The USAF is seeking out additional manufacturing sources capable of producing F-16 transparencies and interested in becoming qualified to do so. Currently PPG Aerospace is the sole qualified manufacturing source. The Government owns the specifications. New sources interested in becoming qualified must meet the requirements in the MQR and EDL that are attached. The EDL and Engineering Instructions are the same for all 6 NSNs. The Government's objective is to expand the qualified industrial manufacturing base by identifying and qualifiing additional sources. Anticipated Acquistion Strategy for the Follow-on Contract: The Government anticipates a follow-on Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an anticipated award timeframe of September 2027. The effort is planned for a 5-year ordering period supporting both USAF and Foreign Military Sales (FMS) requirements, with an estimated total ceiling of $85M. The acquistion is anticipated to include on-ramping provisions to allow newly qualified Contractors to be added to the multiple-award vehicle post-award once qualification requirements are satisfied.
