Description

Office of Naval Research – Navy Manufacturing Technology (ManTech) Program’s Special Broad Agency Announcement (sBAA) Industry Day – Accelerating Maritime Modernization: Innovation in Naval Manufacturing, Sustainment, and Industrial Base Capability

Who: Industry professionals seeking to do business with the Office of Naval Research – Navy ManTech Program

What: The Office of Naval Research (ONR) – Navy ManTech Program plans to conduct an Industry Day to engage the naval manufacturing community in an open forum on its special Broad Agency Announcement (sBAA) on Special Broad Agency Announcement (sBAA) Industry Day – Accelerating Maritime Modernization: Innovation in Naval Manufacturing, Sustainment, and Industrial Base Capability. This sBAA aims to address manufacturing opportunities to facilitate applied research and advanced technology development that enhance naval platform manufacturing and sustainment with the goal of improving speed and throughput of next-generation naval platform manufacturing and sustainment. Presentation topics are intended to inform industry of the sBAA goals and intentions regarding the development of manufacturing and sustainment technologies that support Navy Golden Fleet platforms, including new battleship [BBG(X)/BBGN], next generation frigate [FF(X)], unmanned surface vessels, and associated combat systems. Presentations and discussions topics will include sBAA overview, timeline, and requirements.

Register for the event at the link provided here: https://www.onlineregistrationcenter.com/register/222/page1.asp?m=4269&c=744

The purpose of this announcement is to focus attention of the scientific community on (1) the area to be studied, and (2) the planned timetable for the submission of white papers and full proposals. The goal of the Communications and Networking Program within the Office of Naval Research (ONR 311) is to support the Navy's Information Warfare vision by developing measurable advances in technology that can directly enable and enhance end-to-end connectivity and quality-of-service for mission-critical information exchange among widely dispersed naval, joint, and coalition forces. The vision is to provide high throughput robust communications and networking to ensure all warfighters – from the operational command to the tactical edge – have access to information, knowledge, and decision-making necessary to perform their assigned tasks. The ONR program is interested in white papers for potential FY27 Applied Research (Budget category 6.2) projects under the following focus areas: Development of long-range VHF-band data link, using compact 4x4 Multiple-Input, Multiple-Output (MIMO) based on 5G/Commercial-Off-The Shelf (COTS) and sub-MHz frequency channelization (spectral efficiency in excess of 1 bit/Hz); Novel design and prototyping of compact electronically-steered apertures for higher frequencies (i.e., above Ka-band); Innovative approaches and technologies for low probability-of-detection communications against advanced electronic threats; Advanced techniques for distributed network control, synchronization, and/or scheduling; and New algorithms for predicting network behavior/performance or emerging operational requirements that are translated into traffic engineering policies. The ONR is receptive to innovative ideas, which are not within the above focus areas, but nonetheless are important to the Navy/Marine Corps communications and networking, as otherwise described in this Topic Description

This announcement is issued on behalf of the Navy Manufacturing Technology (ManTech) Program. The focus of this research and development opportunity is on targeted manufacturing improvements to directly impact speed, throughput, and industrial base resiliency. This is vital for developing the next generation of manufacturing capabilities that will enable the ability to build faster, arm faster, and repair faster. We seek innovations that will fundamentally improve the efficiency of our shipyards, maintenance depots, and supply chain partners. Offerors must clearly articulate how their proposed research will dismantle existing barriers and contribute to a more robust and responsive industrial ecosystem, improving the resilience and competitiveness of the Nation’s shipbuilding enterprise.
