This solicitation is for the repair of NIIN 013053618 (PUMP UNIT,CENTRIFUG), quantity 1. 2. This solicitation will be pursuant to the Emergency Acquisition Flexability (EAF). 3. Proposal is to be submitted aas a firm-fixed price (FFP) for the full repair effort of the requirement. 4. When submitting a proposal, make sure to specify any exceptions, i.e. MIL-STD packaging, MIL-STD labeling, Inspection and Acceptance locations, Packaging House, Surplus Material, etc. If no exceptions are indicated or received, award will be based upon solicitation requirements. Changes of requests for changes after award will have consideration costs deducted from unit price. 5. Include in FFP all costs associated with receipt and complete repair of material that may be in unwhole condition, missing hardware, damaged, handling damage, missing parts, wear damage, and CAV reporting. Also, please provide the following: a. Teardown and Evaluation rate: b. RTAT: c. Throughput Constraint: d. Induction Expiration Date: Repair Turnaround Time (RTAT): the resultant contractual delivery requirement is measured from asset return date to the date of asset acceptance under the terms of the contract. For purposes of this section, return is defined as physical receipt of the F-condition asset at the contractor's facility as reflected in the Action Date entry in the Commercial Asset Visibility (CAV) system. In accordance with the CAV Statement of Work (SOW), the contractor is required to accurately report all transactions by the end of the fifth regular business day after receipt and the Action Date entered in CAV must be dated to reflect the actual date of physical receipt. The Contractor shall obtain final inspection and acceptance by the Government for all assets within the RTAT established in this contract. Requested RTAT: 565 days Proposals shall reference proposed RTAT and any capacity constraints. Price Reductions: Any asset for which the contractor does not meet the required RTAT will incur a price reduction of 0000 per unit. This adjustmentwill be implemented via a Reduction Modification at the end of contract performance. Price reductions made pursuant to this section shall not limit other remedies available to the Government for failure to meet required RTATs, including but not limited to the Government's rights to terminate for default. 6. If supplies will be packaged at a location different from the Offeror's addrss, the Offeror will provide the Name, Street Address, and CAGE of the Packaging Facility. 7. If you are not the manufacturer of the material called out in the requirement, the actual manufacturer must be stated (Name and CAGE) and be a ble to provide traceability documentation if requested. Examples of traceability documentation include but are not limited to the following: - Purchase order/Invoice between you and the manufacturer identifying the part number, revision level and quantities - Manufacturer's packing slip or certification identifying the part number, revision level and quantities. 8. Any contract awarded as a result of this solicitation will be DO certified for national defense under the Defense Priorities and Allocations System (DPAS). Provision 52.211-14, Notice of Priority Rating for National Defense, Emergency Preparedness, and Energy Program Use, shall be inserted in solicitations when the contract to be awarded will be a rated order. 9. All contractual documents (i.e. contracts, purchase orders, task orders, delivery orders, and modifications) related to the instant repair are considered to be 'issued' by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods, such as email. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to 'issue' contractual details as detailed herein. 10. Offerors must have a valid U.S. security clearance of CONFIDENTIAL or higher in order to respond to this RFQ N00104-22-Q-ZB97, because RFQ N0010422QZB97 includes an annex (information) classified at the CONFIDENTIAL level which will be released only to the offerors possessing the appropriate clearance. All classified material must be handled in accordance with the National Industrial Security Program Operating Manual (NISPOM) (DoD 5220-22-M)and Industrial Security Regulation (DoD 5220.22-R). 11. This requirement will be contracted under Basic Ordering Agreement (BOA) N00104-17-G-AS01. \ 1.
