However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable.The Naval Surface Warfare Center Crane has a Basic Ordering Agreement (BOA) with Rockwell Collins - Flight Dynamics, 400 Collins Rd. NE, Cedar Rapids, IA, with a ceiling amount of $7,145,000.00. The BOA covers a five year period and includes line items for engineering/logistics support, spares procurement, depot repair to include re-assembly, upgrade/modification of assemblies and/or subassemblies in support of the Heads-Up Guidance System 3000 (HGS). Procurements under the BOA are conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1. The basis for restricting competition is the lack of detailed drawings/specifications, test procedures and test stations in addition to duplicative costs and time that would be required to reverse engineer the system.
