SOLE SOURCE - TESTING SERVICES

This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-13-T-0267 is hereby issued as an attachment hereto. SOLE SOURCE PROCUREMENT The Navy intends to solicit and negotiate this contract as a Sole Source Procurement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, ONEIDA RESEARCH SERVICES, INC. 8282 HALSEY RD, WHITESBORO, NEW YORK, 13492. All other offeror's may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Naval Surface Warfare Center (NSWC) Crane Division intends to enter into a 3 year, Firm Fixed Price (FFP), Indefinite Deliver Indefinite Quantity (IDIQ), service contract. The base award quantity is a minimum of 1 test with report with a possibility of a maximum quantity of an additional 960 tests and reports over the next three years. Mil-STD-750 - Department Of Defense Test Method Standard: Test Methods for Semiconductor Devices, (Method 1018 Internal Gas Analysis, Small Volume-IGA) Test #2. Mil-STD-750/Mil-STD-883 - Department Of Defense Test Method Standard: Test Methods for Semiconductor Devices, (Method 1018 Internal Gas Analysis) Test #3. Mil-STD-750/Mil-STD-883 - Department Of Defense Test Method Standard: Test Methods for Semiconductor Devices and Microcircuits, (Method 1071 Radioisotope Hermetic Leak Seal/1014 Seal) Test #4. Mil-STD-883 - Department Of Defense Test Method Standard: Test Methods for Microcircuits, (Method 1014 Radioisotope Hermetic Leak Seal) It is anticipated that Statement of Work will be provided with the solicitation. Inspection and Acceptance is to be at destination with delivery F.O.B. Destination: NSWC Crane, IN 47522-5001. Please reference delivery schedule in RFQ. The anticipated award date is August 30, 2013. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor, FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offeror's that provide a quote will be provided any changes/amendments and considered for future discussions and/or award. To be eligible for award of a Government contract, contractors must be properly registered in the Governments Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). CCR and ORCA have been recently incorporated into the Governments new point of registration, System for Awards Management (SAM).
