N00164-17-R-JN47 - SOLE SOURCE - SUPPORT/SUSTAINMENT FOR BARRELS IN SUPPORT OF THE MK13 MOD 7 SNIPER RIFLE - FSC 1005 - NAICS 332994 Anticipated Issue Date 08 MAR 2017 - Anticipated Closing Date 07 APR 2017 - 2:00 PM EDT Naval Surface Warfare Center, Crane Division, Crane, IN intends to award a firm fixed price (FFP), indefinite delivery indefinite quantity (IDIQ), five (5) year ordering period, sole-source contract to Lilja Precision Rifle Barrel, Inc., 81 Lower Lynch Creek Rd, Plains, MT 59859-09546. This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of Intellectual Property, duplicate cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through another source. The anticipated contract minimum is $2,500.00 and maximum is $1,500,000.00 over the five (5) year ordering period. The anticipated delivery order minimum is $2,500.00 and maximum is $1,500,000.00 over the life of the contract. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423s. Final Inspection and Acceptance for First Article and Production will be at destination with delivery F.O.B. Destination to NSWC Crane, IN 47522-5001.
