D--Continued Development, Operation, and Maintenance of the NCIS Law Enforcement Information Exchange System (LInX)

FISC Norfolk Contracting Department, Philadelphia Office intends to acquire on an unrestricted, full and open basis the following services in support of the Naval Criminal Investigative Services (NCIS) Law Enforcement Information Exchange (LInX) System: (1) continued systems administration, maintenance, operation, and technical support for the nine regional LInX sites (Northwest, Hampton Roads, Hawaii, Gulf Coast, Southeast, North Carolina, National Capital Region, New Mexico, Southern California, and ) with some limited expansion and field deployment of the regional data within existing sites; (2) continued expansion and integration of law enforcement data from investigative sources within the Department of Defense for the DoD Law Enforcement Exchange regional system (DDEX); and (3) physical consolidation of the LInX hardware systems, sites, software licenses, etc., with the goal of obtaining efficiencies and cost savings while improving performance and availability of all regional systems throughout the term of the resultant contract. Award of a single, Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price contract with Cost Plus Fixed Fee provisions is anticipated. The resultant contract will include a Base Period encompassing 01 October 2011 through 30 September 2012, plus three one-year options to extend the term of the term of the contract through 30 September 2015, if exercised. The solicitation will require the submission of technical and price/cost proposals with technical being more important than price/cost. The applicable North American Industry Classification System (NAICS) Code and size standard are 541512 and $25 Million, respectively.
