The Naval Surface Warfare Center Panama City Division (NSWC-PCD) intends to solicit Syslink Consulting, LLC, 21 Rock Street, Cold Spring, NY, 10516 on a sole source basis to provide continuing support to NSWC PCD in developing and integrating a suite of software tools for modeling the scattering of acoustic sonar beams from a wide variety of undersea objects in deep or shallow water. This is a multi-physics problem involving acoustic waves in the water, in the sediment, and in the object. It is also a multi-scale problem, both in space and time. The complexities of this task, coupled with the requirements for new breakthrough science and engineering, necessitate outside assistance. Syslink Consulting has a unique set of skills for enhancing the COMSOL Multi-physics finite-element structural acoustics software and developing a graphical user interface for the scalable-architecture parallel-processing rack computer: a broad range of computer science experience, incl! uding in-depth knowledge of many high-level and low-level languages, and experience with many software tools; theoretical knowledge and many years of experience in the field of finite-element analysis; theoretical knowledge and many years of experience in the field of structural acoustics; knowledge of the structure of the COMSOL Multi-physics software; experience with the COMSOL Scripting language. Additionally, Syslink Consulting has been providing this support for over two years under previously announced purchase orders. The Request for Proposal (RFP) number is N61331-09-R-0012. The NAICS code is 541519 with small business size standard of $25,000,000. A five-year period of performance will be established for a cost-plus-fixed-fee contract. The expected award date is June 2009. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR).
