1. If the 65.65% SBA participation is a percent of the subcontractors' participation, then what is the SBA participation goal as a percent of the total contract? Government Response: There is no definitive answer to your question. The 65.65% is the NAVFAC subcontracting goals. Each firm will need to determine the actual total dollars planned to be subcontracted to small business. For example, if the total amount of subcontracted dollars is $700,000.00, out of the $700,000.00, 65.65% should be allocated for small business. The total subcontracted dollars may or may not reflect the total dollar value of the contract. 2. Is this commitment to Small Business intended to reflect the goal percentages of the total contract value of the IDIQ, $28M (i.e. 65.65% of $28M) or the goal percentages of the amount that is subcontracted out to Small Businesses (i.e. if 42.5% of the work is subcontracted out, then a goal of 65.65% of the 42.5%)?
