R--Field Test and Evaluation Support Services for the MEC and NFESC EX30

This is a combined Synopsis/Solicitation for the procurement of field test and evaluation support services for the Marine Corps Forces Pacific (MARFORPAC) Experimentation Center (MEC), located at Camp Smith, Hawaii, and the Naval Facilities Engineering Command (NAVFAC) Engineering Services Center (NFESC) Amphibious and Expeditionary Logistics Department, located at Port Hueneme, California. This requirement is being solicited as Unrestricted based on FAR Part 15. The Government intends to award multiple contracts resulting from this solicitation to the responsible offerors whose proposals represent the best value to the Government, after evaluation, in accordance with the factors and subfactors in this solicitation. Up to three (3) contractors may receive an award under this single solicitation; however, the Government may award less than three based upon the below tradeoff process and Best Value determination in accordance with FAR 52.216-27 Single or Multiple Awards. The evaluation factors for this procurement are: Organizational Structure; Technical Approach and Understanding; Past Performance; Small Business Utilization; Safety; and Price.
