Description
Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is conducting market research in accordance with FAR Part 10 to identify potential manufacturers capable of producing floodlight luminaires that have equal performance and listing/approval requirements as the EWO floodlight luminaire (Model: R3 - GEN 5 - AP10 – L/R - FCO 600mA) that is manufactured by EWO. Responses from third-party distributors, pass through resellers, or supply brokers who do not directly own the production line or manufacturing rights to a qualified equivalent product will not be considered responsive to this market survey.
FY26 Project WWXT240800 Multi-Purpose Apron and Taxiway, located on Royal Australian Air Force (RAAF) Base Tindal (TDL), Australia requires floodlight luminaires that demonstrate the following salient characteristics:
-
Floodlight luminaires must have compatibility of components with other floodlight luminaires installed on the Aerodrome to facilitate interchangeability and maintenance, namely luminaires installed on the Air Movements Apron, per the requirements of the Department of Defence policy Handbook of Infrastructure Engineering – Aerodromes (HIE-A)
-
Floodlight luminaires must exactly match the photometric performance of other luminaires installed on the Air Movements apron, or provide greater illumination using fewer luminaires to ensure the characteristics of weight, sail area, electrical supply arrangement, and photometric uniformity are maintained
This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify potential alternative floodlight luminaires that will satisfy agency requirements. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.101(c)(2), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague. Please do not submit company brochures. Please submit complete information via email to Ms. Josie Damo-Agcaoili via electronic mail at josie.g.damo-agcaoili.civ@us.navy.mil no later than 06 October 2026 at 12:00 p.m. H.S.T. Information received after the due date/time will not be considered. Any information provided to the Government in response to this RFI will become U.S. Government property and will not be returned. All proprietary or classified information will be treated appropriately.
