Sources Sought for CISCO PoE+ Switch Cisco IE-9320-24P4S-E

Modification 01:  The notice issued on 18 December 2025 modified the description listing/approval requirements from POE CISCO switch Cisco IE-9320-24P4S-E to CISCO PoE+ Switch Cisco IE-9320-24P4S-E.  There is no change to the response date/time of 02 January 2026, 12:00 p.m. H.S.T.

Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a Dedicated Network Switch for the GPA-owned SCADA system that has equal performance and listing/approval requirements as the CISCO PoE+ Switch Cisco IE-9320-24P4S-E. 

Fiscal Year 2025 Military Construction Project P-1181, Harden Critical Feeders on Naval Base Guam, Joint Region Marianas, Guam, requires seventeen (17) CISCO PoE+ IE-9320-24P4S-E at five (5) Electrical substations for the GPA-owned SCADA system with the following characteristics:

• Form Factor: Rack-mountable
• Redundant Power Supply (Primary and Backup)
• Stackable
• Advanced Switching: Layer 3
• Manageable
• Listed on DISA APL
• Full compatibility with existing and future ICS/FRCS networks
• Minimum Required Protocol Support: CDP, EIGRP
• Software-Defined Access compatible
• Trade Agreement Act (TAA) compliant

This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data for the Government to conduct a comprehensive evaluation of your manufactured product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague. Please do not submit company brochures.
