Description

R09PS30003 Protective Coating - IDIQ, Hoover Dam, Arizona-NevadaNAICS: 238320 Painting and Wall Covering ContractorsPSC: 1721 Painting and Wall Covering Contractors The Bureau of Reclamation (Reclamation), Lower Colorado Region, has a requirement for the application of protective coatings to mitigate corrosion on steel and cast steel surfaces on turbine generators and dam equipment at Hoover Dam. The work is located at Hoover Dam, on the Colorado River, approximately 7 miles northeast of Boulder City, Nevada, and 32 miles southeast of Las Vegas, Nevada, in Clark County, Nevada and Mohave County, Arizona. The areas of steel to be coated vary depending on the work schedule. In some years, less than one hundred square feet per year is coated, whereas in other years thousands of square feet are coated in a single year. Due to time constraints, it is often necessary to schedule coating work into specific calendar timeframes to insure that coating does not interfere with other critical-path major maintenance schedules at Hoover Dam. The principal components of the work include the following: (1) Furnishing, erecting and relocating scaffolding system for the external 30 foot diameter and 25 foot diameter penstock sections; (2) Furnishing, erecting and relocation scaffolding system for the external 13 foot diameter penstock laterals. The 13 foot diameter laterals in the lower penstocks are nearly horizontal. However, the upper penstock 13 foot diameter laterals slope at an angle of 45 degrees. Each lateral is nearly 275 feet long; (Laterals are simply the smaller pipe that branches off the 30 foot pipe to feed the hydro generators.); (3) Furnishing, erecting and relocating scaffolding system for the scroll cases and outlet work piping; (4) Coating removal, surface preparation, and coating of damaged areas in the exterior 30 foot diameter and 25 foot diameter penstock, outlet works piping and 13 foot diameter penstocks sections. (5) Surface preparation and furnishing and applying protective coating for isolated spot repair of damaged areas in scroll cases; (6) Control of leakage water when applicable. (7) Waterblasting is the required coating removal method to control Visitors Center and Powerhouse ventilation air issues. The Visitors Center and the Powerhouse both use penstock tunnels as the source of building ventilation air. Sandblasting or needle-scaling methods will be approved on a case-by-case basis only when the contractor is able to control the atmosphere to breathing air standards. Methods of accessing the inclined portion of any Penstock should be investigated to facilitate repairs to the failed coating. The intake cylinder gate flow will be blocked by 12 rectangular shaped bulkheads arranged in a cylindrical pattern around each of the cylinder gate inlets. Both the upper and the lower cylinder gates will be opened to 100 percent, leaving the rectangular water passage at the downstream face of the bulkhead accessible. Contractor access to this area will be by scaffold from below or by man-basket from the cylinder gate hoist house. It is recommended that the Contractor take the necessary action to use the Government's crane to perform this work. If rope access techniques are utilized, the contractor is responsible for design and fabrication of all access and anchoring systems. Drawings and work plans must be submitted for review and approval in advance of performing work in the same manner as for scaffolding systems. The Contractor shall take a coating sampling for lead, heavy metals, etc. and submit the results to the Project Engineer (PE). The Contractor shall develop a plan to mark each section for repair. The Contractor shall provide adequate lighting for safety, work, and inspection of the interior coating repair. The Contractor shall create a containment system during removal of coating and applying of new coating. This solicitation is unrestricted. The North American Industry Classification System (NAICS) code for this acquisition is 238320 Painting and Wall Covering Contractors with a small business size standard of $14M. The solicitation, in the form of a Request for Proposal (RFP), will be issued on or about June 29, 2009 with offers due thirty (30) days after. The RFP will include evaluation factors for experience, past performance, and price. The Government intends to award multiple awards under this Indefinite-Delivery-Indefinite-Quantity contract with a performance period of five years. Fixed price task orders will be competed between the contractors receiving a contract award. The estimated contract award date is September 14, 2009. As protective coating work is required, fixed price task orders will be competed between the contractors receiving a contract award. The estimated magnitude of each task order is between $7,000.00 and $1,300,000.00 with a total contract value estimated between $1,000,000.00 - $5,000,000.00 for the five year period. In the first year of this Indefinite-Delivery-Indefinite-Quantity contract it is estimated that coating work may include up to 20,000 square feet of penstock coating and up to 4,500 square feet of turbine component coating. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) web site becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register at the FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance download the solicitation and any subsequent amendments. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov.
