SOLE SOURCE NOTICE FOR PROCUREMENT ACTION Proposal Disallowed Reason: Procurement action being conducted under Subpart FAR 15 Contract by Negotiation and FAR 6.302-1 with the authority of 41 U.S.C. 253 (c), as only one responsible source and no other supplies or services will satisfy the requirement; therefore proposals cannot be submitted directly on this notice. Description The Bureau of Reclamation Reclamation), Lower Colorado Regional Office (LCRO), Boulder City, Nevada, intends to award, on a sole source basis, an Indefinite Delivery Indefinite Quantity (IDIQ) type contract to PHED, LLC, Boulder City, NV. This procurement action is for Senior-level functional work and technical expertise in the following areas: a. Federal Land Acquisition - Withdrawal, purchase, donation, exchange (relocation) b. Federal Land Disposal -Relinquishment, abandonment, sale, exchange (relocation), title transfer c. Reclamations land management in the Lower Colorado Region d. Development of permits, licenses, leases, easements for use of Reclamation lands e. Identification and resolution of unauthorized uses 613 DM issues along the lower Colorado River PHED, LLC has specialized experience and the required level of expertise in all of the areas listed above. PHED, L.L.C. is able to meet the specific and unique needs of Reclamation in regards to this requirement. A Justification for Other Than Full and Open Competition has been prepared in support of this acquisition. The anticipated award date is on or before September 1, 2014. The North American Industry Classification System (NAICS) code is 541618 - Other Management Consulting Services and the size standard is $14 million. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described above. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to Solicitation number R14PS00558 by June 9, 2014, 2:00 p.m. Pacific Time to Diane Rodriguez, by e-mail at dlrodriguez@usbr.gov. A determination by the Government not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Reclamation will not reimburse for any costs connected with providing the capability information.
