Multiple-Award Energy Sector Planning Services IDIQ

The U.S. Trade and Development Agency (USTDA) anticipates award of a five-year (base year plus four (4) one year options) multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide energy sector project planning services. The objective of this IDIQ is to enable the Agency to respond quickly to U.S. business interests and foreign project sponsor needs in the energy sector. This is particularly important in instances where there may be time sensitivities or sector-specific challenges. This IDIQ will provide USTDA with an additional mechanism to deliver project planning assistance to help fulfill its mission. The work to be performed under this IDIQ will be limited to energy sector activities. For the purposes of this IDIQ, the energy sector is divided into multiple subsectors, which will be detailed in the RFP and can be characterized as follows: Power Generation Energy Efficiency Alternative Fuels Transmission and Distribution Fossil Resource Development Other Energy USTDA's IDIQ is expected to cover all five USTDA regions, with particular emphasis on sub-Saharan Africa. USTDA anticipates awarding multiple IDIQ contracts with an overall ceiling price of $50,000,000.00 over the five (5) year ordering period. Note that this ceiling applies across all task orders and cannot be exceeded in the aggregate. Note that there is no guarantee on the number of task orders that firms will receive under this IDIQ contract, or the amount of money the firm is entitled to beyond the minimum monetary amount stated in the RFP. The NAICS Code for this procurement is 541690 and the procurement will be a Partial Small Business Set-Aside. The RFP will be posted on www.fbo.gov on or about October 18, 2013.
