R--Multi-Use Trail and Complete Streets - Rocky Mount, NC

The U.S. Environmental Protection Agencys (EPAs) Office of the Administrator, Office of Policy, Office of Sustainable Communities in Washington, DC has a requirement to provide technical assistance to the city of Rocky Mount, North Carolina in the areas of community outreach and planning for two (2) multi-modal transportation projects. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ-DC-15-00123 and is being issued as a Request for Quotations (RFQ), in conjunction with FAR 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 2005-78 (which includes FAC 2005-79 effective 15 Dec 2014). The applicable North American Industry Classification System (NAICS) Code for this procurement is 541990. This is a full-and-open competition.
