In accordance with FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures, the U.S. EPA National Vehicle and Fuel Emissions Laboratory (Ann Arbor, Michigan) requires a USED 2008 Ford Explorer XLT. This specific vehicle is required in support of testing in conjunction with the EPA?s Light Duty and Heavy Duty Green House Gas Regulation. This vehicle needs to be delivered by the end of August 2012 to begin testing. Due to research intent of the vehicle, and that the vehicle must be used, a GSA waiver is not required. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR 13.5 and as supplemented with additional information included in this notice. The announcement constitutes the solicitation; quotes are being requested but a written solicitation can be obtained via e-mail by requesting a copy of solicitation RFQ-MI-12-00095 in the subject and e-mailing nie dermier.annette@epa.gov. The solicitation number is RFQ-MI-12-00095 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60. The NAICS code is 423110, the size standard for which is 100 employees. The following are the U.S. EPA, NVFEL?s minimum specifications. USED 2008 Ford Explorer XLT with 70,000 to 120,000 miles on odometer, rear wheel drive, 8FMXT04.03DB engine family, regularly serviced, no accidents, no replaced catalysts, and certification sticker should state: ?Not for sale in states with California Emissions Standards.? Vehicle Identification Number shall be included in the quote so that engine family can be verified. Delivery shall be F.O.B. Destination to U.S. EPA, NVFEL, 2565 Plymouth Road, Ann Arbor, Michigan 48105. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1) Technical acceptability, lowest priced. Offers shall provide the Vehicle Identification Number (VIN) for EPA to be able to verify the technical acceptability.
