Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b), with Decisionware, Inc. to provide a MARKAL Energy Model Software Maintenance Agreement for (1) Software Updates for the unique combination of ANSWER, GAMS, CPLEX, and VEDA-BE, the software package used with the ENERGY and Climate Assessment (ECA) Team?s U.S. Energy System Database and the MARKAL Model and (2) Software Support. The EPA has identified Decisionware, Inc. as the only contractor able to meet the requirements of this procurement. Decisionware, Inc. serves as the Primary Systems Coordinator for Energy Technology Systems Analysis (ETSAP), the software community that oversees development of MARKAL. The ETSAP is a non-profit Group that developed two model generator software packages: MARKAL and TIMES. The EPA has developed a database specifically for use with the MARKAL Software package, which requires a Software Maintenance Agreement for software updates and software support. The ETSAP has determined that Decisionware, Inc. is the only authorized distributor in the United States. The award will be for a 12 month base period with four (4) additional 12 month optional periods. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered by the agency MUST submit documentation to the office identified in this notice. Documentation must be submitted within 15 calendar days of the date of publication of this notice. EPA anticipates that award will be made by March 21, 2015.
