This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number RFQ-RT-16-00087 is being issued as a Request for Quotations (RFQ) using the commercial procedures in accordance with FAR Part 12 and the Simplified Acquisition Procedures in accordance with FAR Part 13. The solicitation document, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88. The North American Industry Classification System (NAICS) code is 334516 ¿ Analytical Laboratory Instrument Manufacturing and the business size standard $7.5 million. The U.S. Environmental Protection Agency intends to solicit and award a firm-fixed price order for a Zeiss AxioImager fluorescence Microscope. The procurement selection method for this requirement is lowest price technically acceptable (LPTA). The EPA intends to award this contract without clarification or discussions with Offerors, so each Offeror is encouraged to submit its best and final quote. Additional federal discounts are highly encouraged. All equipment and configuration/installation services must be completed by no later than August 31, 2016. The contractor shall provide all delivery, configuration/installation, and equipment, materials, supplies and supervision necessary for the subject solicitation. All offerors shall submit the following documentation to the contract specialist; Adrianne Wells at Wells.Adrianne@epa.gov: 1. Price Volume: Firm fixed prices for each Contract Line Item Number (CLIN) provided in Section 1. The Offeror shall also fill out the components spreadsheet and insert the Unit Price and Total Price for each item within that table. Price quotes must confirm to the outline in Section 1. 2. Vendors shall submit all proposed commercial warranty terms and conditions for CLIN 0001. If accepted by the Government, these warranty terms and conditions will be incorporated as an attachment to the contract. 3. Executed copy of the SF-18 (blocks 12-18).
