Notice of Intent

A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. San Juan Mountain Guides, LLC, is the sole source to provide operational readiness instruction for cold weather travel in a mountainous environment and professional skill instruction. San Juan Mountain Guides will provide the Federal Bureau of Investigation (FBI), Hostage Rescue Team (HRT) with mountain guiding and instruction services to include winter mountaineering skills training and necessary logistical support to meet HRT's winter mountaineering training objectives. This procurement is being conducted as a small business set aside under Simplified Acquisition Procedures, only one source is reasonably available. The government intends to use FAR Part 12 and 13 to purchase the above listed items. The North American Industry Classification System (NAICS) code for these item is 611699, All Other Miscellaneous Schools and Instruction. The size standard is $11,000,000. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Wednesday, November 14, 2018 10:00 a.m. EST. The government contemplates an award of a contract with one (1) base year and four (4) twelve month option years. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
