Facilities Support Services

This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Environmental Protection Agency (US EPA) in Region 6 has a requirement for facilities support services. The purpose of this contract is to support the overall operational objectives of the US EPA for Facilities Support Services and Facility Administrative Support Services. The US EPA Region 6 facility locations under the contract include the EPA Regional Office, 1445 Ross Avenue, Dallas, TX 75202, EPA Addison Training & Conference Center, 16650 Westgrove Drive, Addison, TX 75001, Houston Street Warehouse Annex, 201 S Houston Street, Dallas, TX 75202, and EPA Houston Laboratory, 10625 Fallstone Road, Houston TX 77099. The proposed contract is 100% set-aside for 8(a) small business concerns. The NAICS Code 561210 (Facilities Support Services) applies and the size standard is $35.5 million. The contract period of performance will consist of a one year base period, and four (4) one-year award terms. The Government anticipates award of a time-and-materials contract. As these are commercial services, the Government will utilize the policies unique to the acquisition of commercial item prescribed in FAR Part 12 in conjunction with the policies and procedures in FAR Part 15 entitled Contracting by Negotiation. The solicitation is issued as a Request for Proposal (RFP) and the solicitation number is SOL-R6-13-00001. The following provisions apply to this acquisition: -52.212-1, Instructions to Offerors-Commercial Items and Addenda; -52.212-2, Evaluation-Commercial Items; -52.212-3, Offeror Representations and Certifications-Commercial Items; -52.212-4, Contract Terms and Conditions-Commercial Items and Addenda; -52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items and Addenda, in which additional FAR clauses cited in the clause are applicable. Additional contract requirements or terms and conditions that are necessary for this acquisition and consistent with customary commercial practices are included in this acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-59. All responsible 8(a) small business concerns may submit a proposal/offer, which shall be considered by the Agency. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will respond to questions which may affect offers in an amendment. The submission of proposals deadline is January 10, 2013, and the anticipated award date is on or before January 31, 2013.
