Description
NOTE: SOLICITATION TO BE ISSUED UNDER FAR SUBPART 13.5 UTILIZING SIMPLIFIED ACQUISITION PROCEDURES. DLA Land & Maritime is preparing to issue a solicitation under FAR Subpart 13.5 and will be utilizing Simplified Acquisition Procedures. The Government will award a 13.5 Indefinite Delivery Contract (IDC) resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government. The five-year contract will be structured with a 3-year Base and two one-year Option periods. The NSN will be evaluated on an “All or None” basis per NSN, being awarded to the “best value” offeror for that line. The Government intends to place delivery orders under the awarded contract for DLA stock support only. This solicitation is not set-aside for small business. This solicitation is an “Unrestricted” procurement that is being issued under Other Than Full and Open competition. The solicitation will reflect Inspection/Acceptance at Destination and F.O.B. at Origin. The solicitation will be for the procurement of a single NSN: 2530-010360-6198; Valve, Brake Pneumatic. This item will be procured in accordance with Army (19207) source controlled drawing 12378688 with the approved source being Spicer Heavy Axle Brake, Inc. 1MVZ1 P/N 599827. This item under this acquisition is subject to an Agreement on Government Procurement approved and implemented in the US by the Trade Agreements Act of 1979. The Request For Quote (RFQ) will be available at the DLA Internet Bid Board System (DIBBS) website at http://www.dibbs.bsm.dla.mil/rfp after the approximate issue date of 7 DEC 2020 or thereafter. Due to system constraints, it may take as long as three business days from the stated date for the solicitation to post to DIBBS. Hard copies of the solicitation will not be available. There are no technical drawings/bid sets available. Award will be made to the offeror(s) whose quotation (s) conforms to the solicitation requirements and represents the best value to the Government. Past performance, offered delivery, and price will be evaluated when making a comparative assessment of quotes. An award may be made to other than the lowest priced, technically acceptable, responsible offeror(s).
