This is a Synopsis as required by the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 416), and fulfills the synopsis and advertising requirements prescribed in FAR Part 5 - Publicizing Contract Actions. The solicitation will consist of two NSNs: LINE ITEM 0001: NSN: 3990-01-538-4355 LINE ITEM 0004*: NSN: 3990-01-541-1873 NOMENCLATURE: TOTE, BOX *Please note, there is no LINE ITEM 0002 or LINE ITEM 0003. At the time of contract, NSN: 3990-01-541-1873 will be renumbered to LINE ITEM 0002. DLA does not currently have an approved technical data package available for these National Stock Numbers to evaluate alternate offers. These items are proprietary to Orbis Corporation. The solicitation issue date will be on or around 11/30/2017, and the closing date will be on or around 1/05/2018. The solicitation will be unrestricted, utilizing other than full and open competition for an indefinite delivery/quantity type contract and does not authorize delivery of any material. The government plans to award a Fixed Price Indefinite Delivery/Indefinite Quantity Contract with an Economic Price Adjustment (EPA). The performance period will potentially be five (5) years: a Base Period of one (1) year and four (4) one (1) year options. Pricing is to be submitted for the one (1) base year and the four (4) option years. The annual estimated quantities and required delivery schedule can be found in the solicitation. Only FOB Origin pricing will be acceptable. In order to receive an award, regardless of dollar value, you must be registered in the System for Award Management (SAM). The SAM site may be accessed at https://www.sam.gov. The government is planning to award to the responsible offeror who meets solicitation requirements at a fair and reasonable price.
