D--Software license, services and maintenance

Under the authority of Federal Acquisition Regulations (FAR) subpart 6.3 the Southern Arizona VA Health Care System (SAVAHCS) intends to negotiate sole source for the procurement of Merge eFilm software license, services, and maintenance agreement from Merge eFilm, Inc., 1126 S. 70th St., Milwaukee, WI 53214. The subject software license agreement will provide updates, upgrades, etc., to existing software installed on a Merge e-Med Commercial Picture Archiving and Communications System located at SAVAHCS. The existing software (Merge eMed PAC/RIS) was developed and supplied by Merge eFilm and they are the only known source capable of providing the required proprietary license, periodic upgrades/updates, and maintenance of the software. The contract shall be for a base period with four (4) option renewal years. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or submit proposals, which may be faxed to (520) 629-1817 or e-mailed, no later than close of business on May 15, 2008. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
