JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITIONDUE TO SOLE SOURCE REQUIREMENT 1. REQUIRING ACTIVITY: VISN 23 Biomedical Engineering 2. CONTRACTING ACTIVITY: Sioux Falls VA Medical Center Contracting 3. PROPOSED ACTION: Sole Source procurement of theVR PTSD Software yearly licensing agreements for all 12 VISN 23 VR PTSD systems. 4. DESCRIPTION OF REQUIREMENT: Yearly licensing for the VR PTSD Existing Software applications/suites that have been installed on each of the 12 previously purchased systems. 5. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION: FAR 13.106-1(B), Soliciting from a Single Source and FAR 6.301-1 Only one responsible source and no other supplies of services will satisfy agency requirements. 6. NATURE OF ACQUISITION TO MEET THE AUTHORITY CITED IN PARAGRAPH 5: This procurement is for a BPA for yearly licensing fees for some VISN 23 Virtual Reality PTSD equipment/software. The software is proprietary and the licensing fees are needed to keep the software in working order. 7. DESCRIBE THE ACTIONS TAKEN TO CONDUCT ANY MARKET RESEARCH TO LOCATE SOURCES: Software is proprietary to the company who the VISN purchased the original software and equipment from. 8. CUSTOMER'S SUBMISSION OF PRICE ANALYSIS: Quote attached. 9. ANY ADDITIONAL INFORMATION FOR SUPPORT OF SUBMISSION: Only company that can provide licensing for their own software. 10.
