A--Technical Engineering and Support Services (TESS)

The United States Army Communications-Electronics Life Cycle Management Command (CECOM LCMC) intends to solicit and award an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract, with Time-and-Materials (T&M), Cost (R&D only), and Firm-Fixed-Price (FFP) task orders for a period of five (5) years for the Technical Engineering Support Services (TESS) contract. The NAICS code 541712 has been assigned to this acquisition, which applies a 500 employee size standard for small businesses. This TESS acquisition will provide research, development and engineering services for the Communications-Electronics Research, Development and Engineering Centers (CERDECs) Intelligence and Information Warfare Directorate (I2WD) and any successor organization that may evolve its elements at other locations, as well as customers developing intelligence and information warfare systems and working within the intelligence community. The support services to be acquired include technical, engineering, program management, prototype development and fabrication and operations expertise in support of intelligence, electronic warfare and information system development. The Government reserves the right to make up to four (4) awards. Two (2) awards will be reserved for small business concerns. Awards will be made based on the best overall (i.e., best value) proposals that are determined to be the most beneficial to the Government. Specifications of performance, delivery and location will be provided on a Task Order basis.
