Disclaimer

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and market research planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue a solicitation in the future. This request does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense.

The 409th CSB TCC is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet a potential future requirement for the Total Maintenance Contract within the Rheinland-Pfalz Area of Responsibility (AOR), Germany. Additionally, the Government is actively seeking industry feedback on the attached draft Performance Work Statement (PWS) and Technical Exhibits. The objective is to ensure the potential requirement is clear, realistic, and aligned with current industry capabilities and best commercial practices before any formal solicitation is drafted.

Interested parties are requested to review the attached draft documentation and submit the following:

A. Capability Statement

Please provide a concise capability statement demonstrating your firm's ability to execute the tasks outlined in the draft PWS. The capability statement must include:

  • Company Name, Address, and Point of Contact (POC) details (Name, Phone, Email).

  • Confirmation of active registration in SAM.gov under NAICS code 561210.
  • A brief summary of relevant corporate experience performing similar total maintenance services (please include contract numbers, scope, and complexity for relevant past performance).

B. Industry Feedback on Draft PWS and Technical Exhibits

The Government welcomes constructive feedback, questions, and recommendations regarding the attached draft PWS and Technical Exhibits. Please identify any areas that may be ambiguous, overly restrictive, or where industry’s best practices could be better leveraged to achieve the Government's objectives.

C. Specific Host Nation Capability Questions

In addition to the standard capability statement, please briefly address your firm's experience and ability to manage the following within the Federal Republic of Germany:

  1. Environmental & Safety Compliance: Your firm's capability to comply with German environmental and safety regulations applicable to maintenance operations, such as the Federal Water Act (Wasserhaushaltsgesetz - WHG), occupational health and safety laws (Arbeitsschutzgesetz), and relevant DIN/EN standards.
