Contractor Logistics Support and Engineering Services for the U.S. Army UH-72 Aircraft

The US Army has a sole source requirement to procure, Contractor Logistics Support (CLS) and Engineering Services (ES) for the UH-72 fleet in order to meet the Army’s readiness requirements.  The UH-72 is the Army’s Light Helicopter has been procured since 2006.  CLS includes the provisioning of parts and repairables, tools, support equipment, and technical manuals; contractor field teams; overhauls; and field and depot level maintenance.  ES includes services in support of the UH-72 and modification/modernization requirements.  This procurement will allow the UH-72 to execute designated missions to include General Support, Homeland Security, Medical Evacuation, Reconnaissance, Test, and Training.  These efforts are anticipated to be awarded via follow-on contract to Contract W58RGZ-22-C-0022.  The contract shall be Firm Fixed-Price and shall consist of a six-month base with four one-year option periods.

Pursuant to statutory authority of Title 10 U.S.C. 3204(b)(B)(i), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) – Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, this proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source – Airbus US Space & Defense, Incorporated (Inc), 1525 Wilson Blvd., STE 500 Arlington, Virginia 22209, Commercial and Government Entity Code, 8W891.  As the developer and producer of the UH-72 aircraft, only Airbus US Space & Defense, Inc possesses the technical expertise, proprietary data, and experience necessary to execute this requirement.  Offerors are encouraged to contact Airbus US Space & Defense, Inc for subcontracting opportunities for this effort.  This synopsis is not a request for competitive quotes and a written solicitation will not be issued to any contractor other than Airbus US Space & Defense, Inc.  As the justification for a sole source action is in accordance with FAR 6.302-1(a)(2)(iii)(A), the Contracting Officer will make a copy of the justification available on sam.gov within 14 days after award in accordance with the requirements of FAR 6.305(a).
