EIE391 F-35 Combat Arm Training and Maintenance (CATM) Indoor Small Arms Range (14 Firing Point)

This is a presolicitation notice for a Request for Proposal (RFP) for the construction of a Combat Arm Training and Maintenance (CATM) Indoor Small Arms Range located Eielson AFB, Alaska. A solicitation is expected to be issued on or about 31 May 2021 with proposals due on or about 30 June 2021. This is a “Best Value” solicitation for the construction of a Combat Arm Training and Maintenance (CATM) Indoor Small Arms Range with reinforced concrete floor, walls, with ceiling, lightning and surge protection, and electrical grounding, with special foundations for arctic conditions. The facility must be able to withstand wind loads, seismic effects, and arctic conditions as prescribed in applicable codes and design guides. The facility should be compatible with applicable DoD, Air Force and base design standards. Use of the Standard Design for Indoor Range found on the Whole Building Design Guide website at https://www/wbdg.org/ffc/af-afcec/prototypes-standard-designs/indoor-range shall be utilized to the maximum extent possible. Facilities will be design as permanent construction in accordance with DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements; this project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01. All contractors are advised that they must be registered in beta.SAM.gov (https://www.bet.SAM.gov). Joint ventures must also be registered in beta.SAM. We advise contractors to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. The construction cost magnitude is between $5,000,000 and 10,000,000. SELECTION CRITERIA: This acquisition will evaluate offerors considering the following factors: Specialized Experience, Past Performance (Confidence Assessment), Proposed Contract Duration and Summary Schedule, Key Subcontractors, and Price. On the beta.SAM website, vendors will need to utilize the Vendor Opportunities Search function and enter this solicitation number to Search by Solicitation/Award Number. The solicitation and any future amendments to the solicitation will be available for download via beta.SAM website. All responsible small business sources may submit an offeror in the form of the solicitation which will be considered by the agency. All notifications of changes to this solicitation shall be made through the internet only. It is the offeror’s responsibility to check for any posted changes to the solicitation.
