R--CLARIFICATION ON Q&A POSTED 10 JUNE 2014, QUESTION #1 - Space and Missile Defense Advisory and Assistance Services (SMDA2S) - W91260-13-R-0003

On 10 June 2014, the Government released a Q&A matrix answering industry questions. Question #1 of that matrix states, We understand that both the prime contractor and subcontractors are required to provide information required in Volume IV - Cost (Factor 4) for Tabs 2, 3, 4, and 6. Our assumption is that because Tab 5 does not refer to subcontractors the stated information is only required from the prime contractor/offeror. Is this assumption correct? If the answer is quote mark no, quote mark please clarify. The Government response stating only the Prime contractor needs to provide Financial Capability is INCORRECT. Section L, Paragraph L-8.1 states Financial Capability (Tab 5) IS required for both the Prime and all Subcontractors. The solicitation is CORRECT. Comply with the solicitation.
