This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of the Army intends to award a firm-fixed-price, sole-source contract to GE Aviation Systems LLC, 3290 Patterson Ave SE, Grand Rapids, MI 49512-1934, for Time-Sensitive Network (TSN) training services. The authority for this non-competitive action is FAR 13.106-1(b)(1), soliciting from a single source because the contracting officer has determined that the circumstances of the contract action deem only one source is reasonably available. GE Aerospace is the original equipment manufacturer (OEM) and developer of the proprietary Chronos & Helios software and associated hardware, making them the only source capable of providing the required in-depth training on their systems for military ground vehicle platforms.
