Summary of Scope of Work:
The Mill Creek Flood Control Project provides flood-risk management for the City of Walla Walla and adjacent areas in Walla Walla County, Washington. The project includes upstream channel, concrete channel, and downstream channel sections.
The anticipated construction work includes flood-risk-management improvements and repairs at multiple locations along and within the upstream and downstream Mill Creek channel sections. Work may include:
-- Raising existing levees by up to approximately three feet at five locations;
-- Landward enlargement of levees while maintaining 2H:1V side slopes;
-- Placement of additional gabion revetment at one location;
-- Placement of additional riprap at transition areas, including ramp-to-levee and levee-to-bridge-abutment transitions;
-- Construction of new concrete walls and/or raising of existing concrete walls at levee and bridge-transition locations;
-- Construction of a concrete access ramp;
-- Removal of trees and vegetation along the landside levee toe;
-- Removal and in-kind replacement of existing fencing, as necessary to perform the work;
-- Removal of a ceiling section in a covered portion of the existing concrete channel;
-- Reinforcement of an existing timber-plank-covered support wall within the channel below an existing building; and
-- Stabilization of two existing concrete-channel-wall sections using soil anchors and shotcrete facing.
Work will occur on Federal and non-Federal/private property. The anticipated project may require work-site access planning, coordination with affected property owners and utilities, traffic control, in-kind replacement of fencing and utilities as required, and work within or adjacent to the active channel.
The project is intended to improve Mill Creek system capacity by raising levees in low-assurance areas and to improve system reliability by repairing and reinforcing the concrete channel through downtown Walla Walla.
Desired Contractor Capabilities:
Interested firms should demonstrate experience with comparable civil-works construction, including:
-- Levee raising, embankment construction, earthwork, compaction, and slope construction;
-- Cast-in-place concrete work for new walls, wall raises, and access ramps;
-- Concrete repair, concrete-channel rehabilitation, and structural concrete demolition;
-- Gabion revetment and riprap placement;
-- Soil-anchor installation, testing, and shotcrete application;
-- In-channel or near-channel construction, including water-control/diversion measures and work-window planning;
-- Temporary works, shoring, and protection of existing structures during construction;
-- Utility protection, relocation, and restoration;
-- Traffic control and maintenance of public, property-owners, and emergency access;
-- Concurrent management of multiple construction sites; and
