Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to enter into a Blanket Purchase Agreement (BPA) with multiple vendors. Should this request not result in any offers from small business, the Government intends to enter into negotiations and award to a large business. Lodging Facilities must be located within a 9 mile radius of the bases front gate located at 1679 Coonskin Drive, Charleston, WV. The scope of this Blanket Purchase Agreement shall be limited only to the rental of rooms for the period of 01 August 2009 through 1 August 2013 if and when requested by the Contracting Officer or his authorized representatives (identified in the call authorization letter). Charges against this Blanket Purchase Agreement will be for rooms only; all other charges will be the responsibility of the individual incurring them. The government will be obligated only to the extent of authorized purchases actually made under this blanket purchase agreement by authorized personnel. The Contracting Officer will provide the Contractor with a list of names of the individuals authorized to place calls against this agreement. The Contractor will be required to acknowledge receipt of this list and return a copy of the list to the Contracting Officer for the file. Only calls made be personnel authorized in writing by the Contracting Officer will be honored against this Blanket Purchase Agreement. Vendors must have something in writing from the person(s) authorized to make calls PRIOR to the time services are rendered. THIS AGREEMENT IS NOT A CONTRACT. The government assumes no liability for willful damage caused by individuals occupying rooms. The Contractor is responsible for the collection of money for phone calls, food charges, bar and similar incidental charges from the room occupants. The Government is only responsible for those charges included in the room price. All other charges must be collected from the occupant of the room. Prices for rooms furnished to the government under this Blanket Purchase Agreement shall be as low as, or lower than, those charged the suppliers most favored customer for comparable quantities under similar terms and conditions, in addition to any discounts for prompt payment. Prices will be in accordance with the approved price list that it is in effect when the call was made. Contractor agrees to scheduled inspections by health, safety, and compliance officials from the West Virginia Air National Guard to include individuals from the Contracting, Services, Public Health, Fire, and Safety offices. Properties will be evaluated based on, but not limited to, compliance with applicable federal standards. This information will be used for Official Use Only and would be considered proprietary information under the Freedom of Information Act. Proposals will be evaluated based on: 1) price, 2) minimum standards of service, quality, and amenities, and 3) results from scheduled inspections. Properties minimum standards of service, quality, and amenities shall be equal to or greater than those assigned a three star rating or better by independent rating experts in the industry such as Travelocity, and the system shall be based on a 5 star rating system in accordance with industry standards. Properties with a three star rating are described as properties offering a higher level of service with additional amenities, features, and facilities. Most properties in this category feature restaurants serving breakfast, lunch, and dinner. Room service availability may vary. Parking, pools, and fitness centers are often provided. Properties must also be within a 9 mile radius of 1679 Coonskin Drive, Charleston, WV. Parking must be available at no charge, or any fees must be included in the proposed rate for lodging. Occupancy will be based on double rooms and will be priced PER PERSON, i.e. if a double room is ordered and is not available at the time of check in then the occupant will be provided a single room at the double occupancy rate which is half the rate of a double room. For example, if the rate for a double room is $66 (for two people) and the hotel assigns individual(s) to single rooms instead when double rooms were ordered, then the rate charged for the single room will be half of the double occupancy rate at $33, or $33/person, unless single rooms were specifically ordered. The contractor is not authorized to send members to sister hotels under resulting agreement(s) unless written authorization, signed by the Contracting Officer, has been provided. The contractor will be provided with two lists of names: Members authorized lodging in a double occupant room/at the double occupancy rate, and members authorized a single occupant room/at the single occupancy rate. The only tax applicable to services provided as a result of this solicitation is the 3% occupancy tax. This tax must be included in the proposed rate(s) and shall not be billed separately.
