84--Transition Combat Eye Protection (TCEP) eyewear

The Government has an requirement to develop, produce and deliver the following Transition Combat Eye Protection (TCEP) eyewear for Developmental Test Phase one (DT1) 200 each Goggles and 200 each Spectacles; Option - Developmental Test Phase two (DT2) 200 each Goggles and 200 each Spectacles; Option - Low Rate Initial Production(LRIP) - 6080 each Goggles and 6080 Spectacles. FOB: Destination. The solicitation will detail the specifications requirement for the TCEP eyewear be transition capable combat eye protection for the mounted and dismounted Warfighter. The period of performance includes a two-year phased developmental effort for the contractor to achieve the desired system level performance as defined in the TECP specification. Developmental test items will be provided by the contractor for year one (1) developmental testing (DT1) executed by the Government. Results from DT1 will be provided to the contractors for further product development/improvement. Improved products will be procured through an option CLIN for a year two (2) developmental test (DT2). Low rate initial production (LRIP) Option quantities will be procured through a third option CLIN and will be based upon the results from the second developmental test (DT2)which will include SPS System Integration and interface compatibility. The Government intends to award six independent contracts. Each contractor will be awarded one goggle contract or one spectacle contract for the quantities specified above. The goggle and spectacle quantities will not be combined under one contract. The LRIP will be down-selected to a single vendor per spectacle and a single vendor per goggle. PARTIAL SET- ASIDE: Of the six contracts, one spectacle and one goggle contracts will be set-aside for small business. The remaining contracts will be awarded based on unrestricted competition.
