Description
[7/28/2026] Solicitation Amendment 01 is provided. "Switchboard Q&As" is hereby incorporated into the solicitation. These Q&As represent the official clarification of the Government's requirements. SOW Revision 5 incorporates adjustments to Paragraph 2.0, Paragraph 3.1.2, and removal of Paragraph 3.1.4. No changes to proposal due date of 31 July 2026 at 12:00pm EDT. No other changes have been made to the final solicitation posted on 15 July 2026.

This is a supply contract to provide switchboard and MCC panel replacement services for ALTESS. The contractor must be able to provide installation services IAW the SOW performance standard.
The site visit will be conducted on 14 July 2026 at 9:00am EST at PD ALTESS, Bldg 450, Constitution Rd, Radford Army Ammunition Plant, Radford, VA 24141. The installation vetting requirements are found in section 4 of the SOW and all interested parties must register for the site visit no later than 13 July at 12:00pm EST. Participants can ask questions after the site visit until 24 July 2026 at 12:00pm EST.

This Request for Proposal (RFP) is being solicited in accordance with the Federal Acquisition Regulations (FAR) Part 19.502-2 Total Small Business Set-Asides and the Partnership Agreement between the Department of Defense and the U.S. Small Business Administration. Competition under the FAR part 6.2 - Full and Open Competition After Exclusion of Sources – this Requirement has been 100% Set-Aside for Small Business Concerns. 2. The purpose of the Request for Proposal (RFP) is to procure construction services to Construction of Fire Protection System at Building C2, in support of Naval Weapons Station (NWS) Earle. Services are to be performed at Colts Neck, New Jersey. 3. Special clauses and requirements, including wages, work hours, safety and security regulations, etc. for this specific site/location of the work shall be defined herein and be repeated in any resultant contract. 4. In accordance with FAR 36.204, the magnitude of this project is between $1,000,000 and $5,000,000. 5. Bonding Requirements: - Offer guarantee: Required, See sections 00 40 00 and 00 43 00 for additional information. - Performance and Payment Bonds: Required, within 10 days after issuance of award. 6. The mandatory Period of Performance: The contractor shall begin performance within 15 calendar days and complete it within 270 calendar days from date of issuance of Notice to Proceed. 7. Liquidated Damages: $907.41 per calendar day. 8. Bid shall be valid no less than 60 days after offers are due. 9.
