Federal Small Business Set-Aside Programs

The federal government is required by law to award a minimum percentage of contracting dollars to small businesses. The Small Business Administration (SBA) sets annual government-wide goals, currently targeting 23% of all prime contract dollars for small businesses overall, with sub-goals of 5% for small disadvantaged businesses, 3% for HUBZone firms, 3% for service-disabled veteran-owned small businesses, and 5% for women-owned small businesses. Specific set-aside programs include the 8(a) Business Development Program, the HUBZone program for businesses in Historically Underutilized Business Zones, the Service-Disabled Veteran-Owned Small Business (SDVOSB) program, and the Women-Owned Small Business (WOSB) and Economically Disadvantaged Women-Owned Small Business (EDWOSB) programs.
