NARRATIVE JUSTIFICATION: INCLUDES RECAPITALIZING BODY ARMOR, LE SUPPORT GEAR AND PROTECTIVE EQUIPMENT NEEDED DUE TO EXTENSIVE USE IN HARSH ENVIRONMENTS AND THE HIGH TEMPO OF OPERATIONS.
